These are the Tillamook Bay basins from the 2008 report. You set the weights. The score is the sum of weight times rank, and the highest score is priority 1.
Each measurement is ranked among the basins that have a number. The best condition gets the highest rank points. The worst gets 1. A tie shares the average.
You set the weight. Zero and negative weights are allowed. A blank weight is left out, not treated as zero.
A blank cell stays out of the score. It is never counted as zero.
The report says a high percent of sands and fines in riffles is harmful, so that measurement is marked worse. It does not state the direction for the other measurements, so those stay unmarked.
